i would say it is a domestic terrorism “domestic terrorism” means activities that— involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State

The right answer is domestic terrorism (C), as defined in Section 802 of the USA Patriot Act: 1) A dangerous act or activity to human life that is a violation of the criminal laws of any State or of the United States, 2) That occurs primarily within the territorial jurisdiction of the United States, and 3) That appears to be intended to intimidate or coerce a civilian population; to influence the policy of a government by intimidation or coercion; or to affect the conduct of a government by mass destruction, assassination, or kidnapping. Since the terrorist or terrorists bombed a government building, it is plausible to believe that he/she or they intended to intimidate or have an effect on the conduct of the state or the federal government.
