If you kick a football, why does the reaction force not prevent the ball from moving?

because the force you put into the kick is greater then the force that is being applied to the ball on the other side that you are not kicking

Simply because the reaction force is larger than the mass of the object. A football has little mass, and not alot of friction, therefore, the ball moves.
