For the legislative power.

The policy plans created to address a social problem are adopted by the legislative branch, which is in charge of addressing social problems such as the problems and demands of society.

Generally speaking, policy plans created to address a societal problem can be adopted by any level of government (except usually the judicial branch). This happens most commonly in the legislature--either the federal or state legislatures depending on the societal problem in question.
