Not necessary that it's only the writers feeling towards the character but sometimes it's the mood too.

Yes and No -- the general atmospheric mood can refer to how the writer depicts a character; their attitude to how the character acts within a story. However, mood can also NOT refer to the writers attitude to a character, it's how the writer FEELS about a character.
