The ratios that they can make a proportion will be that which


\begin{gathered} (a)/(b)=r=(c)/(d) \\ \text{ Where r is the constant of proportionality} \end{gathered}

So, you have

First ratios


(3)/(5)=0.6\\e0.36=(9)/(25)

Second ratios


(4)/(10)=0.4=(10)/(25)

Third ratios


(4)/(11)=0.36\\e0.46=(6)/(13)

Fourth ratios


(4)/(9)=0.4\\e2.25=(9)/(4)

Then, as you can see, the ratios that share a constant of proportionality and that make a proportion are
