Some states allow it and other don't, the process is different in ecah state. There have been only two succesful recal elections: In 1921, Gov. Lynn Frazier of North Dakota and in 2003, Gov. Gray Davis of California.

It would be "recall" that describes the voters’ removal of an elected official from office before his or her term is over, although an impeachment can be used against a sitting president, however this requires the House of Representatives.
