The correct answer is D. The English economy improved and religious and political conflicts diminished.

Before the 1660 there was a huge problem with religious prosecution. A couple of years the Catholics would be purging protestants and then it would switch so now the protestants would be purging Catholics and the wars kept going. As the economy improved and as religious protection improved, people stopped fleeing to new lands.
