1.3(v-2)-3=-8
⇒ 1.3v- 1.3*2 -3 = -8 (distributive property)
⇒ 1.3v -5.6 = -8
⇒ 1.3v = -8+ 5.6
⇒ 1.3v= -2.4
⇒ v= -2.4/1.3
⇒ v= -1 11/13

The final answer is v= -1 11/13~
