The assyrian empire and the babylonian empire were sister kingdoms. Their cultures were exactly the same. Languange, Laws, Religion... all the same. This culture either derived from the Sumerian and Akkadian societies, or were just created by the Assyrian-Babylonians. so the sumerians is the answer
