13 pieces because 18 divided by one and one third is 13 and 1/2. Since you can have half a shelf, you have to take only the whole numbers.

18 ft* (1 piece/ 1 1/3 ft)= 13.5 pieces.
Mr. Gengel can only cut 13 pieces from the big board
(because we don't have half a piece)~
