$(4)/(5)L = J\\\\(4)/(5)L = 28\\\\(4)/(5)L * (5)/(4) =28* (5)/(4)\\\\L = 7* 5\\\\L = 35$

Jennifer has 28 pictures
Luis has 35 pictures.

In total, they have 28 + 35, or 63 photos on their camera.
