General\ formula:\\y=ax+b\\\\2x-7y=14\\-7y=14-2x\\y=(2)/(7)x-2\\\\Line\ is\ perpendicular when\ a=-(7)/(2)\\y=-(7)/(2)x+b\\\\Passes\ through\ (-8,11):\\11=(-(7)/(2))*(-8)}+b\\11-28=b\\b=-17\\\\y=(7)/(2)-17
