44,000 people is 100% of the attendance value, so you would need to guess within a 90-110% range of the actual value (90% is 10 less than 100% and 110% is 10 more than 100%). To get the number of people in the range, you need to multiply. 44,000×0.9=39,600 people. 44,000×1.1=48,400. So the range your guess would have to be in is 39,600-48,400 people.
