To solve, I would first find out what 1/7 of his money is. You find this by dividing 16 by 4.
4/7=$16 (money left over)
--- ----
4 4
1/7=$4
Next, you find 3/7 by multiplying by 3
3x1/7=4x3
3/7=$12
