The North debated that the slaves should not be represented since the Southerners did not give them voting rights or property rights unless freed. However, Southerners obviously wanted them represented since they would have more representation of the people if they are. The great compromise divided the legislative branch into the House and Senate, where unequal population based representation was in the House and the equal representation for each state was in the Senate. This compromise also came forth with the 3/5 compromise, which counted 3/5 of the slave population in every state.
