President Clinton sent peacekeeping troops to Somalia in 1993 to try and stabilize the country after it descended into chaos. The ruling party under Mohamed Siad Barre started to favor people from his own clan. The end result was that the other tribes joined together to form and opposition. This opposition overthrew the government and there was no government formed after that. The civil war caused a humanitarian crisis of note in the country. The USA sent food aid to Somalia, but it couldn't be delivered to the people who needed it because of intense fighting between the different warlords. The USA sent members of the armed forces to help with the distribution of the food aid. In October 1993, two Blackhawk helicopters were shot down by a warlord by the name of Muhammad Farah Aideed.
