Progressives are individuals advocating social reforms or new, liberal ideas.They supported the lowering of tariff rates.

The Payne-Aldrich Tariff Act is a compromise between two proposals of New York representative Sereno E. Payne and Rhode Island senator Nelson W. Aldrich.

The Payne-Aldrich Tariff Act lowered 650 taxes, raised 220 taxes, and left 1150 taxes unchanged. It also included a corporation tax of 1% above $5000 and required the examination of the corporations' accounts and trusts.
