In the United States, the Legislative branch is formed by to the House of Representatives and the Senate. In order to borrow money, the United States Treasury decides how much money the Government can have, but it's the Congress the one who decides how to spend it. For example, the Congress can use the money for military protection, education programs, space programs, etc.
