Why did the radical republicans reject the ten percent plan?

They believed that african americans should be granted full citizenship.

The reason why the radical republicans rejected the ten percent plan is because they wanted to punish the South more heavily--by forcing at least half of the entire Southern population to swear allegiance to the Union, among other things.
