I think the answer is - Hugh's room was always uncluttered. Because here 'uncluttered' is the only word that is used in its primary meaning, something which is not cluttered. Whereas the other words, 'shipshape', 'tip-top', and 'pristine' aren't really words that would be used for describing a room in their primary meaning.
