The major reason that organizational change cannot be implemented effectively by managers is because they have not been able to bring everyone on board and people are more likely to resist change when they have fallen into a status quo. It takes a lot of time and effort to implement a change. It means consulting with employee groups, managers, third parties etc and bringing everyone onto the same page.
