Only in the United States people are free to decide whether or not they should register in order to vote.

If people want to register to vote in the United States election, they have to registrate, except in North Dakota. In 37 states you can register via the internet. You fill a form and send it. Another option is to register in person in your local office.

It would be in "France and Italy" that people are free to decide whether or not they should register in order to vote, although this is also the case in the United States.
