It is consider to be a secondary care provider because it specializes a medication and it is referred by the primary care providers to heal serious diseases

Primary care providers are those whom you go to first - so, you first see the doctor (physician) and his assistant/nurse, who then refer you to a specialist - a physician is usually a GP, which means that here the only specialist is a dermatologist who specializes in skin problems.
