The answer is A. Something that prevents someone from doing, seeing, or hearing something. Otherwise known as a "change for the worse". For example: blindness is an
impairment
to seeing.

It is option A, people who are blind or dumb, have a physical condition that prevents them from having a normal life, like other people with all their full capacities, for this reason, people who can not speak or listen are people with disabilities.
