explain how the position of the decimal point changes in a quotient as you divide by increasing powers of ten

If you have 20/10, that equals 2.  If you move the decimal place over 1 place (tens place) then you have 2.  If you divide 2 again by 10, you move the decimal place over by another place, equaling 0.2.
