The Parish Commune was created for the purpose of D. ESTABLISHING A NEW GOVERNMENT.
A new government where Paris is an autonomous commune separated from France; where Paris is self-governing with its own elected council; where Paris will manage a more "just" way of managing its economy.
The Parish Commune was not successful for it was crushed by the French army.
