A pancake recipe calls for 4 cups of flourcand 3 cups milk.Does a recipe calling for 2 cups flour and 1.5 cups milk use the same ratio of flour to milk?

yes
the pancake recipe calls for a ratio of 4:3 flour to milk
the other recipe is 2:1.5 flour to milk
if you multiply both the flour and the milk in the 2nd recipe by 2
it becomes 4:3 flour to milk
just like converting amounts of recipes
if you change the denominator so that it is equal to the original recipe
the numerator has to change with it giving you an exact comparison
