7% means you divide 7 by 100.
7 / 100 = .07.
Which is larger?
.07 is smaller than .7 so that means that
.7 is larger than 7%
.
Explain how you know.
I know because I found the decimal form of 7% which is .07 and I know that .7 is larger than .07.

They are equal because you can measure the percentage as a decimal with a maximum of 1.
