$2x+3y > -2 \\ \\3y>-2x-2 \ \ /:3\\ \\ y>-(2)/(3)x-(2 )/(3)$

$2x+3y \geq -2 \\ 3y\geq-2x-2\\ y\geq-(2)/(3)x-(2)/(3)$

Plot linear function
y=-(2)/(3)x-(2)/(3)

and mark everything above the line including the line itself.
