If you needed to triple a recipe would the rate change? Please explain

No. This is because it is proportional/equivalent. For Example 1 cup of flour for 2 cups of sugar is the same as 3 cups of flour for 6 cups of sugar

Yes the rate would changed because you increased the size of the recipe.
