Which statement about audience or purpose is true?
The purpose for a piece of writing becomes clear after you begin writing your first draft.
It is safe to assume that the audience for your writing will have the same background knowledge of a subject that you do.
Audience and purpose are decided on during the prewriting stage.

I'd say the correct answer is 'audience and purpose are decided on during the prewriting stage'. You need to know for what audience you are writing, and the purpose as well, although it may change during the actual writing stage.
