The answer is: opened an immigration station on Ellis Island in New York City

The immigration station was established to ensure that the immigrants that come into new york were not carrying diseases and have enough skill sets to support themselves economically. Between 1892 to 1924, the immigration station handled around 12 million immigrants in total.
