Tribal law can best be described as a system of laws based on loyalty and honor toward one's government. Government is at the core of these tribes - it is usually a tribe chief whom everybody respects and reveres, and thus he deserves everyone's utmost devotion. He represents their government and their everything basically, which is why he has to be honored at all times.
