During evaluation. The best time to be completely attentive towards your co-speaker is when you're evaluating him with certain parameters.

If you're taking notes, you can't really be attentive towards the actions, body language, etc. Neither can you do that when you're preparing or when you're acively involved in the conversation. For that reason evaluation is the correct answer.
