Because authoritarian and totalitarian systems allow their leaders to exert unlimited control over their citizens, they can do as they please and their subjects cannot do anything against their rule.

Answer;
Because the government leaders have absolute powers.
These governments allow their leaders to exert unlimited control over their citizens, they can do as they please and their subjects cannot do anything against their rule.

Step-by-step explanation;
Unlimited government is a government in which there is almost nothing stopping the government from any action, which usually results in fewer freedoms and liberties of the citizens. Unlike a limited government in which the power to rule is significantly restrained by a strong Constitution or other document.
