What is the most likely reason that horses and mountain goats have hooves?

Mountain goat hooves are comprised of two split toes, also called cloven hoofs. They use it for balance and climbing; cloven hoofs can spread apart and the inner pads between serves as traction. In contrast to horse's hoof that has evolved into one solid toe.
