Which sentence is correct?

#3 is correct.

Problems with the others:
#1 - "is being" should be "are being" because "goods" is plural
#2 - "have" should be "has" and "is" should be "are" (boxes and goods are plural)
#4 - "have" should be "has" (boxes are plural)
