How did Hammurabi handle the problem of the conquest

Hammurabi keenly understood that, to achieve his goal, he needed one universal set of laws for all the diverse peoples he conquered. Therefore, he sent legal experts throughout his kingdom yo gather existing laws. These laws were reviewed and some were changed or eliminated before compelling his final list of all his 282 laws.
