The answer here is predicate, simple because it follows a copulative verb - to be (is competent). It cannot be a coordinate adjective, as that would mean there are several adjectives in a sequence describing a noun. And it is not an appositive adjective as it is not separated by commas (Anna, the girl I like, couldn't make it to the party.)
