President Roosevelt maintained US neutrality while assisting Britain during the second World War by supplying Britain with weapons and military supplies, food, and raw materials. This program was known as the Lend-Lease program. Roosevelt believed that while the USA as a nation remained neutral, he could not ask every individual citizen to remain neutral. If USA citizens wanted to join the armies of the Allies, the USA government would not stop them. Unfortunately Roosevelt's options were limited by American law and public fears.
