Explain why a person with nerve damage could lose the ability to control some skeletal muscles?

Nerves cover every inch of your body and they control the signals your brain picks up from your muscles. If the connection or communication isn't there between the muscles and the nerves, then you won't be able to move your muscles, which include the skeletal muscles.
