70% = 70%
3/4 = 0.75 = 75%
0.6 = 0.60 = 60%
2/3 = 2/3 of 100% = 66 and 2/3%
It looks to me as if 0.6 = 60% is the smallest of the 4 examples.

70% = 0.7
3/4 = 0.75
0.6 = 0.6
2/3 = 0.667
In order from smallest to greatest:
0.6, 0.667, 0.7, 0.75 =
0.6, 2/3, 70%, 3/4
Therefore the smallest is
0.6
