3x^(2) - 2x + 7 = 0 \\ \\ y = (x- (1)/(3))^(2) \\ \\ y = x^(2) - (2)/(3)x + (1)/(9) \\ \\ 3y = 3x^(2) - 2x + (1)/(3) \\ \\ 3y = 3x^(2) - 2x + 7 - (20)/(3) \\ \\ 3y = 0 - (20)/(3) \\ \\ 3y = - (20)/(3) \\ \\ \boxed{y =-(20)/(9)}
