The correct answer is B. They are perpendicular.
Graph the first equation that has a slope of 2/3 and a y intercept of -7.
Graph the second equation that has a slope of -3/2 and a y intercept of 2.
If they intersect at any point it is perpendicular and for the future reference where they intersect is also the solution of both equations.
If the line was parallel it wouldn’t intersect anywhere and lines would be beside each other which they aren’t.
If it was neither then it wouldn’t intersect nor be parallel which is not true so the answer is B.;)
