12-5xy +9x^2y + 15-2y^2\\\\12-5(7)(-3) +9(7)^2(-3) + 15-2(-3)^2\\\\12 - (-105) + (-1323) + 15 -18\\\\12 + 105 - 1323 + 15 - 18 = \boxed{-1209}
