No it is false that because of the weak laws set forth in the Constitution, the Articles of Confederation were drafted to take power away from the states. Since the Articles of Confederation came before the Constitution, and were too "weak"--which is why the Constitution replaced them and put more power in the hands of the central (federal) government.
