Yes, a mixture could be made up of only elements and no compounds, given that the elements never undergo a chemical interaction and stay only in physical contact with each other.

You don't have to go far to find such a mixture . . . you're breathing it !

Earth's atmosphere is a mixture of nitrogen, oxygen, argon, and
several other gases. Except for carbon-dioxide and water vapor,
the others are all elements, not compounds.
