The purpose for JROTC is to develop characteristics and skills in cadets and students, that will help to enrich their future.

For example the Army JROTC program which I am in thier mission. statement is to "motivate young people to become better citizens" which means they are trying to motivate their students to be their best in life because they don't want them going down the wrong path like what most teenagers do because they mostly find themselves addicted to drugs and/or alcohol.

Originaly the JROTC program was created to recruit Officers from high schools by the vitalization act of 1916. When another act in 1964 was passed that opened up the program to all brachs of the military
