If it is perpendicular then the slope of it will be:

-3 * x = -1\\\\x = (1)/(3)

y = 1/3 x + b

-1 = (1/3)(3) + b

-1 = 1 + b

b = -2

The equation is:

y = (1)/(3)x - 2
