When Georgia was a Royal colony, how were members of the Governor's Council chosen?

The Governor's Council was the upper house of the colonial legislature. The lower house was called the Commons House of Assembly. While Georgia was a Royal colony, members of the Governor's Council were appointed by the King of England.
